Female - Robber Fly
We can see these characters: tibiae partially reddish, mystax black, ventral surface of abdomen has long white hairs; female has long blade-like ovipositor = Efferia aestuans (widespread eastern range) The prey appears to be a Green Blow Fly in the genus Lucilia.
