Cerotainia
Well, it has a lot of white hair on the legs (not as much as some), but that is an albipilosa character (there is less hair, and yellower, on macrocera, which is the only other species in the genus).

The hovering behavior is not typical. Usually they sit at the tip of a twig, and fly up after small winged prey, and bring it right back to the twig.
