Found on Rosa rugosa.
On reading the info page of this species, it mentions spines on the genital region of the males...It appears that this one has spines (just visible in a leaf highlight behind the insect). I can post a higher resolution image, if requested.

Graphocephala fennahi
This is the only red-and-green leafhopper on the west coast, where it has been imported with rhododendrons.
