On common milkweed - Aphis nerii

Size: about 2mm
Seeking ID of the orange insect; thought the white was frass until I saw the picture. On common milkweed. Last year they were on butterfly weed, which did not grow this year.

Guide. The white one are exuviae, aka cast-off exoskeletons.
