Looks like a female Neotibicen winnemanna
I do not think this cicada is canicularis.
Compare with winnemanna and linnei (both common in se. PA)
In this case, I suspect winnemanna based on the following:
brighter coloration
less black
non-glossy abdomen
Note the bowing of the costal veins
Although the dorsum of the abdomen lacks the brown often typical of winnemanna, the absence of that trait is far from unusual.
