This wasp looks very much like a female Zelomorpha arizonensis. (Ashamed 1900)
The mid-legs and fore-legs seem to be a little bit darker than those shown, on the wasps in the other images.

Agathidinae - possibly Zelomorpha (female)…
The large eyes, stout body, non-petiolate areolet, and short ovipositor are suggestive for a female in this genus. Will ask Dr. Sharkey to confirm.
