I think this may be Coreopsis lanceolata, but there are other possibilities--I may be able to figure this out soon.

Suleima helianthana?
I just learned that the "sunflower bud moth" is initially a leafminer and is recorded from Coreopsis grandiflora. I don't know what the mines look like, but tortricid was my first impression... Later instars bore into flower heads and stems, with silk-bound frass accumulating at the entrance hole, so you could look for that if you find these mines again.

Sounds good--I did not see them last year, even though the plants were still around. There has been lots of disturbance there recently, so I am not sure if the plants are still there.

Were you sure that this is a Coreopsis but unsure of the species, or is it not necessarily even a Coreopsis?

 
I am pretty sure it is Coreop
I am pretty sure it is Coreopsis lanceolata. It has bloomed, and both the leaves and the inflorescences match this species.

This mine is empty,
but the other leaf seems to have something in it (the mine is at the base and I think the larva has bored into the petiole). It's certainly a moth; I'd guess Gelechiidae or maybe Tortricidae.
