There were many of these on the plants shown. I was able to identify another as Pepsis thisbe.

Female - Tarantula Hawk Wasp
The reddish coloring of the wings, with a wide dark band suggests that this is a female Pepsis chrysothemis. Check out her forelegs and look for any long hairs on the ventral side of the femur. There shouldn't be any, if I'm correct. That rules out P. grossa.
