You can post to any taxonomic level.
To move the image, click on the "tag" link. The pic will appear above the Clickable Guide at the left of the page. Then, navigate to the Ranatra genus page; make sure you're on the Images tab; and click on the "move tagged images" link at the top of the page.

If you'd like me to move it for you, just let me know.

For my curiosity, should submitters always post images as ID requests, or to the most specific category the submitter is confident about? Either way there will be some expert review?

 
ID Request is always safe, but...
...it's perfectly fine to post to your deepest level of certainty. Experts generally make use of the Recent tab, to be sure that they see all submissions, regardless of where they have been posted.
