Flatid nymph
The "twin tails" of wax are characteristic of Flatidae ("moth bugs", a group of planthoppers). Probably Anormenis chloris - the four brown spots on the thorax show through the wax quite clearly. Other pictures I have seen of this nymph show a much fuzzier outline, without the wax plumes so clearly indicated.

The dark marks on the wing buds are characteristic of this species, as shown by a recent photo taken by Tony.

No, sorry, I didn't explain myself well enough. Taking Eric's thought about it being a fungus-covered insect, I thought that it resembled a Phy*matid in shape only.

Fungus-killed insect?
I wonder if this is not some kind of insect that has succombed to a fungal infection.
