Meadowhawk - Sympetrum obtrusum

At first I assumed this Meadowhawk was a male because of its reddish color. But after looking at my photos closely, I wonder if it could be female. I have included two detail photos. The first shows S2 and S3. There doesn't seem to be any evidence of hamules. The second shows the end of the abdomen. There is something under S8 and S9. Could it be the genital plate of the female?
