head
I measured the head, it is 1.8 times as long as the width between the eyes. Seems a little long for acutus, thinking it might be latus. Can we rule out latus or acutus with your genitalia pics?

NOTE: The head markings do appear to be prominent here, latus has few head markings, so could just be a long acutus. But wanted to double check.

 
There is a photo of acutus
on Dmitriev's site. I had forgotten about it but it looks a lot like this one.

 
I think the paraphyses are wrong for latus
the photo in Hepner, 1947 shows latus with a broad and distinctive tip. The ones here match the photos of acutus well. Could be something else though, a lot of the photos in that revision aren't that clear so these are challenging. Leafhoppers of Illinois has a number of diagrams but some of them are also poorly scanned.
