Willow feeders
include Agromyza spp. and Euhexomyza spp. This doesn't look like one I'm familiar with, but I was guessing Agromyzinae too.

I'd agree with Charley, but hard to tell. The head is even Japannagromyza-ish. I'd love to see specimens if available.

 
ID
