Size: ca. 4mm
A treehopper nymph? These are extremely abundant in SE MI this year, on many kinds of plants; this one on ash. What appear to be more juvenile stages produce lots of woolly material.

Acanalonia bivittata
A common and easily recognized insect - you will find lots of photos of this under Fulgoroidea (planthoppers). Treehoppers do not produce wax filaments.
