Size: 2-3mm
I assumed it was some weird miniature Meloid but now I'm expecting it is one of these sorts:

It was knocked out of rabbitbrush flowers.

How tiny is "tiny"?
Is it maybe an alleculine tenebrionid, like Isomira? Are the claws comb-like.

 
Around 2-3mm
claws did not strike me as comb-like but if they are that small, then might have missed this.
