Good record!
This certainly looks like the first county record (according to http://www.butterfliesandmoths.org/map?x=207&y=56&_fc=1 ) of Fiery Skipper (Hylephila phyleus)! It's a nice male. Those jagged wing borders and short antennae are perfect. I don't know what other species could show wing borders like that. Indian Skipper seems to be the closest, but it would show a thinner stigma.

 
Also report to
www.wisconsinbutterflies.org where they track the WI county records. I don't get to WI enough, but I've learned a lot from that sight, too.

 
Whirlabout ?
See page 303 of Kaufman's Butterfiles of North America, page 303, for male Whirlabout. Even at that, Wisconsin is outside the normal Whirlabout range. I thing Nick is more likely correct with Indian Skipper.
