Teneral male Band-winged Meadowhawk
It looks like a teneral male (Symeptrum) meadowhawk. The terminal appendages are a bit blurred, so maybe I'm seeing things and this is a female, though. In any case, with that much amber in the wings, I'm not sure it can be anything other than Band-winged Meadowhawk (Sympetrum semicinctum). Western Meadowhawk should not occur in IL.
