On her wings, we can just barely see the shape of the third submarginal cell, which is unique to this subgenus group. The apex does not contact the marginal cell.

Female - Blue-Black Spider Wasp
The abdominal apex has lots of stiff bristles, which is a distinguishing character of the females in the genus Anoplius. I'm not sure of the species, so expert help is needed here.
