these small flies were noted being attracted to fresh horse mushrooms (Agaricus arvensis) and am wondering if it is the fly that lays its eggs on this species to create the maggot infestation

Female - Flat-footed Fly
You may be correct. Many of the larvae in this family are fungivores. This looks similar to other images of females in the genus Lindneromyia, but I'm not sure of the species. An expert may be able to tell you more.
