Yellow one is Dolichovespula arenaria - Male. Photos of the red ones:
There was at least a dozen of each species on the tree, I just had trouble photographing them all together.

This looks like a congregation of males of D. arenaria and
a worker of the rare northern yellowjacket Vespula intermedia!

I thought they were the same species at first (just male and female because of the appearance differences) because there were so many of both species on this tree! They did not seem bothered by each other at all.

 
Well, Most yellowjackets can congregate with no animosity
on certain plants. I have seen this phenomenon a few times. I wonder if they were attracted to the "smell" of the leaves, or a secretion from the plant, or were just hunting.
