Size: < 1 mm BL
Placed at Parasitica for expert attention. Looks a lot like the wasp here. I don't think i kept the specimen.

Found on underside of leaf, where there was also an adult whitefly. The whitefly seemed dead, with some of its white, dusty-looking wax on the leaf around it.

May have over lightened the pics to get the white background. Added darker versions. Not sure which is more realistic but the actual background was white.

"Looks like Coccobius fulvus to me. It probably just happened to be near a whitefly. Host would be a diaspidid."

Well done, John, as Dr. Mottern agrees with you. A new species page can be created for this aphelinid under this genus.
