?Wasp digging nest burrow - Sphex nudus - female

?Wasp digging nest burrow - Sphex nudus - Female
Lake Roland, Baltimore County, Maryland, USA
September 22, 2016
Size: 0.5 -1"
I discovered this wasp working very hard digging what I presume to be a nest burrow. Unfortunately none of the images are sharp, and when I went back the next day I couldn't find the burrow or see any activity. This was on bare ground at the top of a short but steep bank above a lake, about five feet above the water line.

Katydid Wasp
Sphex nudus by the shape of pronotum (shorter collar area), tan-golden pubescence, reddish color on mandibles, and burrow nest.

Thinking Podium luctuosum...

...but we don't have a lot of these so I'd like a second opinion.
