I wondered if this wasn't a m
I wondered if this wasn't a male Banded Caterpillar Parasite Wasp - Ichneumon promissorius. This is a native species from Australia imported to Maryland to attack a crop pest, Helicoverpa zea. I can't find any photographs of it from the US.

If Ross is right about the subfamily, then it couldn't be.
I. promissorius is in Ichneumoninae.
