Actually E. stigmatica
Going over some of the past ID's in Tephritidae right now, and this is was misidentified as the very-similar looking Valentibulla californica. However, V. california will have only one set of scutellar bristles (1st picture shows well the two sets of bristles in this fly, although they are somewhat light), cell r1 with a steady sequence of rounded hyaline incisions (This fly has a more curvy set of hyaline incisions that have a space near the middle of r1), and only one spot in cell dm (this fly has the distinctive spots at the bottom of cell dm of many Nearctic Euaresta species).
