Yes, Slender Spreadwing, Lestes rectangularis
But not eggs, Water Mites (Hydrachnidia), I think: http://bugguide.net/node/view/84930 (not necessarily this Genus).

looks like Arrenurus
The larvae have the taught, shiny appearance of engorged Arrenurus, so that's a safe bet.
