My two cents...
As far as the MI fauna goes, that's a dead ringer for Tabanus marginalis. At first I thought the bit of shine on the vertex was evidence for a ocelligerous tubercle but the large contiguous bands on 2 & 3 seem to rule out the Hybomitra.
