These 3-mm detachable peagalls were found on veins on both sides of many leaves of a small English Oak, Quercus rubor, an ornamental tree planted on Fredericton's riverside park, The Green. Those on a dead leaf were dark brown on top, with a small hole indicating adult emergence. Those on live green leaves were a pale green or a pale brown, with no exit holes, although some had darker (brown) tops. I have collected several of these for possible emergence.

Based on appearance and size compared to images in the Guide, these could be CYNIPIDAE Acraspis pezomachoides - Oak Pea Gall Wasp, except that these are on English Oak - Quercus rubor - and not White Oak.

Bur oak, not English oak?
This is probably a Bur oak, Quercus macrocarpae, not an English oak, so the galls are probably caused by Acraspis macrocarpae. I suggest moving these 4 images.
