white-tipped black moth - Melanchroia chephise

white-tipped black moth - Melanchroia chephise
Madison, Dane County, Wisconsin, USA
October 18, 2016
Size: 2 cm?
I saw this moth in the Botany Garden on the campus of the University of Wisconsin, in Madison today - Oct 18. I believe it is a white-tipped black moth. This is the only photo I was able to get before it disappeared. I believe it is not to be expected in Wisconsin. Do I have the identification correct?

Very out of range - could be a new state record
Moved from ID Request.

White-tipped Black Moth - Melanchroia chephise
These are showing up in several places in Illinois. I found one in Sangamon County (central), Illinois and have heard of another half dozen sightings. Only one other record I know of for Illinois prior to this year and that was in 2007.
