Male - Red-marked Pachodynerus
You are correct. 7 abdominal segments = ♂
This looks like a male Pachodynerus erynnis. (south-eastern range) If you check the species page for this guy, on the Atlas of the Vespidae; it says that the males have only 10 flagellomeres, which is an oddity, for most of the families in Aculeata.
