Luminescent Blue strange Web

Luminescent Blue strange Web
Tracys Landing, Anne Arundel County, Maryland, USA
November 3, 2016
Size: 5x5 inches?
Yesterday I was looking for pretty mushrooms when I spotted this strange web seemingly glowing in the shade from an impending storm about 10 feet away. It had been very sunny 10 minutes before so perhaps it would not normally have had this color during the afternoon? Anyway, I have never seen anything like it. The web was on a rotten stump in the woods. There appeared to be an opening/hole in the rotted wood on the lower left hand side of the web, where a spider or predator could hang out in, but I didn't see anything come out of it. Strangely and suddenly what appeared to be an earthworm propelled itself out of the rotten wood to the left of the web. Perhaps chased by something. Perhaps earthworms make webs and I triggered it and it thought it had a meal.

Any idea about the web or who made it?

I've seen this before, it'll likely come to me eventually. I keep thinking Amaurobius but it might not be lacy enough.
