Can't tell at this point
It could be Coleotechnites thujaella or one of several Argyresthia spp. To ID (without rearing), you need to know whether the mature larva deposits frass in the mine (this may be a young mine) and what the cocoon looks like. Or if pupation is within the mine, you need to know the color of the pupa/larva.
