Geotrupes balyi
I can't prove it as the key diagnostic features are slightly out of focus but by gestalt I am sure as can be this is Geotrupes balyi. This is probably the most common Maine species and very typical to see this smaller bright blue species crawling on the forest floor in the late summer and early fall.
