Here's a close-up of one of the mines. I think they are mines, but late in the season.

Definitely Oenothera...
If these really are mines, they are likely made by some species of Mompha, but they don't resemble any known mines on Oenothera.

Plant ID
The leaf venation, hairiness, and margins look wrong for phlox. Might this be some kind of Oenothera?
