Update
Dr. Noyes examined the specimen and says it appears that it may be a new species. He adds, "I think that [it] may be near flavus (Howard) but it certainly is not that, or luteolus (a similar species)."

Moved from Encyrtids. Thanks, Ross. I checked with Dr. Noyes, who says it's Metaphycus probably flavus (Howard), "which is the commonest species that looks like this."
