Of the two Parornix species recorded from Vaccinium, this clearly isn't P. arbitrella; it has a faint hint of the wing pattern of P. preciosella, but it's hard to believe it's that species:

When I tried to key it using Dietz (1907), I came to a choice between preciosella (with five costal spots; cilia not tipped with dark brown around apex) and kalmiella (with six costal spots; cilia tipped with dark brown). This moth seems much too dingy to be either of those boldly patterned species.
