Tramea onusta
I would lean toward T. onusta. The black marks on top of segments 8 and 9 don't extend very far down the sides of the abdomen. The "window" in the saddle is very large. The face is very red rather than metallic purple. All these are consistent with Tramea onusta.

A shot of the saddlebags would be the clincher as the saddlebags on T. carolina extend to include the entire anal loop and those of T. onusta do not.
