Praying Mantis ootheca? Full or hatched? - Stagmomantis californica

Praying Mantis ootheca? Full or hatched? - Stagmomantis californica
Venice Beach, Southern California County, California, USA
November 30, 2016
Size: 1.5-2 inches
Just saw a praying mantis in the yard yesterday, then found this today - can you tell if it is new or old and empty? I have never seen a mantis in my yard before.

Stagmomantis
There has been no emergence. Had there been, you'd see holes in the white seam down the center of the ootheca.
