Okay, sorry for the absolutely horrible photo ... but I think this is new to the guide -
Eurytoma gigantea, a parasitoid of
Eurosta larvae (Tephritidae).
ID was based on this
web page; a report by Ishizaki on the relationship between this species and its host fly can be found
here.
In the image, it is resting on the surface of a gall. No ovipositing observed; it flew away before I could get another shot.
