I don't know much about diptera in general, but this character I *do* know has a bad rep. Passes on disease. A bit surprised to see it in the middle of a drought, though.

Female - Asian Tiger Mosquito
Note, the single white-stripe on the thorax, continues onto the head and face. Both genders of Aedes albopictus have plumose antennae, but the length of the plumes are much longer on the males. (eastern range)
