Oldie but a good one (for my area):
The Odonata of Canada and Alaska (1)
By Edmond M. Walker, Philip S. Corbet
(now reprinted by) University of Toronto Press
I think the above goes down to species, but I still need to get a copy (wishlist, but its a big chunk of change) Just to genus should not be to hard for many. I poked into our 'lab' and our aquatic invert gal has the following with small sections on Odonata:
Aquatic Insects of North America (2)
By R. W. Merritt, K. W. Cummins, M.B. Berg
Kendall/Hunt, 2008
ISBN: 0-7575-5049-5
Cite: 238489 (looks like a scan is available online)
Has about 45 pages on the odes, some nice diagrams too.

Freshwater macroinvertebrates of Northeastern North America (3)
By Peckarsky, B. L., P. Fraissinet, M. A. Penton, and D. J. Conklin, Jr.
Cornell University Press, Ithaca, NY., 1990
ISBN: 0801496888
Cite: 250658
Has about 10 pages for the odes...(not much)

Odonate texts
We use a number of different texts (keys) in bioassessment. Here are a few of the biggies.

For dragonflies:
Needham, J. G., M. J. Westfall, Jr., and M. L. May. 2000. Dragonflies of North America. Scientific Publishers, Gainesville. 939 + xv p.

This text has recently been revised. I haven't seen the updated version yet. I believe it's available through BioQuip.

For damselflies:
Westfall, M. J., and M. L. May. 1996. Damselflies of North America. Scientific Publishers, Gainesville, FL. 649 p.

For both:
Tennessen, K. J. 2008. Chapter 12: Odonata. [pp. 237-294]. In: R. W. Merritt, K. W. Cummins and M. B. Berg (editors), An introduction to the aquatic insects of North America, fourth edition, xvi + 1158 pp. + 39 color plates. Kendall/Hunt Publishing Company, Dubuque, Iowa.

There are a number of regional texts which might help such as:
Daigle, J. J. 1992. Florida dragonflies (Anisoptera): a species key to the aquatic larval stages. State of Florida Department of Environmental Regulation 12(1):1-29. [this text and PDFs of other Florida aquatic arthropod texts are available at http://www.dep.state.fl.us/labs/cgi-bin/sbio/keys.asp].
