From Maryland and eastern Wyoming to Florida, southwest Louisiana and California (Hodges, 1978 (2)), and Alabama (1).
Adults on the wing in the north in June and July, in Florida from late March to early June, in Louisiana in May and June and in California in late August (Hodges, 1978 (2)), probably bivoltine (1).

Larvae mine in the stems (Hodges, 1978 (2)) (1).

Koster (2010) (1) and Hodges (1962) (3) both note that Cosmopterix fernaldella, C. ebriola, and C. scirpicola cannot be separated without dissection. However, range may be useful in eliminating possibilities. See comments here.
