This beetle appears to be a Ripiphorus species, but I have not been able to find a match in the guide. It was seen in the spring on unopened composite flowers (Rudbeckia and Coreopsis), in an open field. It appeared to be laying eggs inside them.

Congratulations!
Ripiphorids in the scaber group are especially rare in photo submissions, for some reason. This species has a male and female type specimen and two paratypes pre-1929, two iNaturalist sightings (one male and one female), and now your photos.
