Male
This is a teneral male Roseate Skimmer that has not obtained its distinctive reddish color yet. The terminal appendages and lack of a lateral flange on S8 ID it as a male. Their thoracic markings are very similar to a female's. Most field guides do not illustrate teneral individuals, thus their ID can be quite tough. Looking at photos online can help you appreciate the full variation in dragonfly coloration at different ages.
