Seen near the tide pools at the end of the evening.

Appears to be
A fly in the family Coelopidae (seaweed flies). They are usually flattened and found near the shores of salt water habitats.

 
Hairy legs
Lots of settae on the legs is another good indicator of this species. I posted the first image of this species on the BG and got it published in the NWF Field Guide to Insects which just came out

 
Yes, this species seems to have been largely overlooked
Possibly too obscure, or too ugly, or could it be the fear of getting sand in one's camera?

Come to think of it, seaweed and flies do seem to occur together.
