Pine Needle Sheath Miner Moth - Zelleria haimbachi

Size: Small.
This specimen had characteristics that seemed to resemble the Tineidae family micro-moths. It was flying in the La Grande area of northeastern Oregon between mid-and late-July, but was only observed by me about four times during that period. The species was attracted to lights. Can anyone please confirm that this is likely a Tineidae family moth species or suggest a different identification?
