Spiny Gall on Witchhazel

Is this a gall caused by Hamamelistes spinosus - Spiny Witch Hazel Gall Aphid? Photographed on a flowering Hamamelis virginiana - Common Witchhazel. There were several of these ladybugs (presumably Harmonia axyridis - Multicolored Asian Lady Beetle) roaming about; were they attracted by/feeding on the aphids which formed the gall?
