I have the strong impression
that this is a female Psyllaephagus bliteus.
You commented on the only P. bliteus female posted on BugGuide. Here:

These wasps have been extremely common on Eucalyptus trees in Nogales this summer. Maybe because Glycaspis brimblecombei is also abundant on the same plants.

 
I agree that this is ...
... a Psyllaephagus species, and it may indeed be bliteus. However, there are many undescribed species of this genus present in the USA (some unintentionally introduced from Australia), so I cannot be 100% sure this is bliteus. But I am certainly comfortable calling this "Psyllaephagus sp. br. bliteus".
