Size: medium-small
Photographed in a mostly native sand prairie garden, it reminds me of a Bicyrtes wasp, but maybe not quite. Something in Bembicini perhaps? The flower is Rudbeckia, most likely Rudbeckia hirta.

Thanks Dr. Ascher. That explains why I didn't find a good fit in the wasps. When first looking at it though, the legs made me think 'cuckoo bee', perhaps I should keep those first impressions in mind. I took the liberty of changing the title from "Wasp..." to "Wasp-like" to avoid confusion.
