Size: 1/3 inch
Working through the online images, Aphrastus taeniatus was the closest I could find but with 750 pages of them... Corrections or other suggestions for ID welcome. That species isn't recorded in BugGuide as being in Ohio but it doesn't seem too out of place given the other reported states.

There is mud or other substance covering the back end of the insect, where is the stripes seem to end as they move towards the back of the insect.

This was the only image I was able to get before knocking off the leaf.
