This the pupa of a non-biting midge, family Chironomidae, subfamily Chironominae. Given its red color (an insect analogue of hemoglobin) and plumose thoracic horn, it's probably a Chironomus.

 
Oh, thank you! I saw some ad
Oh, thank you! I saw some adult Chironomus in the area and wondered if that was it. I have never seen one in this stage before -- very cool.
